Pride, Politics and Poots
Windbreaker taking a few senators who were looking likely to vote "yes" on a bigoted bill captive to threaten them into voting "no" while visiting DC for a pride. When not robbing banks, Windbreaker actually is involved in a lot of "activist villainy", doing her best to manipulate politics for the better of disadvantaged groups.
The nanite-filled rainbow gas is courtesy of a pill invented by one her her super friends, The Designer. Think a cross between Forge from X-Men and Edna Mode from The Incredibles, and then make them the most flamboyantly metrosexual straight guy. The Designer isn't technically a villain, but works equally with heroes and villains - he made the costumes for both Windbreaker and Lady Adamant, as well as dozens of other supers. Most of his close friends like Windbreaker are on the villain side, however, so they usually get the neatest inventions. The afore-mention Nicole/Chef Chaos is actually his long-time girlfriend.
