it gives positives opinion to same culture

I'm still researching a way to just do bnoc_opinion, but it seems like this is not possible? if you search for italian_opinion in vanilla there is only 1 line that shows up. dunno if that even works as whenever i tested bnoc_opinion, it just wont do anything 🥲
