If we go in order of appearance for the characters in The Weight of Scales:

We have Drake, a dragon turned human by Aether and then sent to earth. He eventually learns how to shift into his dragon form thanks to the help of an Archmage.

Then we have Iris, the young woman who discovers the human Drake in a park. She had no idea how much her world would change that day.

I'd say these two are the main focus of the plot for a long time, but that doesn't mean the other characters can't also have time in the spotlight.
