You might be wondering why Tier 3 is limited to 100 subscribers. This is because, in the future, if we receive a large number of nominations, managing them could become HARD. To ensure quality and manageability, I may adjust the perks so that only a select few can nominate stuff. For now, it's not a concern, but if we reach a high number of nominations (like 300 between animation), I will allocate this perk to Tier 3.
