The, Legis, a Governing Predator Council ran by mythical/rare shifters (dragons, chimera, etc.) the Legis interprets the universal laws that all paranormies and shifters must abide by. These laws are in place to assure the continuation of all species- created in the early 1940’s before WW2 after the last two unicorns on the planet were killed while in exploited captivity.

There are paranormal Masters behind human puppet leaders. The humans aren’t sure who is who an are working on ways to develop that.
